On November 11, 2015 at approximately 4:10 pm, Plattsburgh Police responded to the Saranac River in the vicinity of Green Street for a welfare check of two individuals lying on the ground by the river. The two were located and interviewed by Police. One of the individuals was identified as Jeffrey R Abare (45) of Plattsburgh and the other, as a 15 year old Plattsburgh female. The female was later transported to CVPH for evaluation due to cold exposure.
 
After an extensive investigation which included witness interviews and examination of forensic evidence, it is alleged Abare engaged in sexual intercourse with the 15 year old female after providing her with alcohol and marijuana. He was charged on today’s date with one count of Criminal Sex Act in the First Degree (Class B Felony) and one count of Endangering the welfare of a child (Class A Misdemeanor). The investigation is ongoing and additional charges are pending
